INTRODUCTION

This Restricted Jurisdictions Policy ("Policy") describes the jurisdictions in which 1StopCrypto ("1StopCrypto," "Company," "we," "our," or "us") restricts or prohibits access to all or certain portions of its Platform.

This Policy forms part of the Company's:

  • Terms of Service;
  • Privacy Policy;
  • AML & Compliance Disclosure;
  • Risk Disclosure; and
  • other legal policies published by the Company.

The Company is committed to complying with applicable laws and regulations governing its business activities.

Because cryptocurrency regulation differs significantly among jurisdictions and continues to evolve, the availability of Platform services may vary based on geographic location.

Nothing in this Policy guarantees that the Platform or any particular feature will remain available in any jurisdiction.

1. PURPOSE OF THIS POLICY

The purpose of this Policy is to:

  • promote compliance with applicable law;
  • reduce legal and regulatory risk;
  • comply with applicable sanctions laws;
  • support responsible operation of the Platform;
  • inform Users regarding geographic restrictions;
  • explain the Company's approach to jurisdictional availability.

This Policy does not constitute legal advice.

Users remain solely responsible for determining whether their use of the Platform complies with the laws applicable to them.

2. NON-CUSTODIAL PLATFORM

1StopCrypto operates as a non-custodial software platform.

The Company does not:

  • hold customer Digital Assets;
  • hold customer fiat currency;
  • possess users' Private Keys;
  • possess users' Recovery Phrases;
  • provide custodial wallet services unless expressly disclosed.

Nevertheless, certain laws applicable to non-custodial software providers may still restrict or regulate Platform availability.

Accordingly, the Company reserves the right to restrict access even where the Platform does not take custody of customer assets.

3. SERVICE AVAILABILITY

Availability of Platform features may differ depending upon:

  • country;
  • state;
  • province;
  • territory;
  • municipality;
  • applicable regulatory framework;
  • sanctions requirements;
  • third-party provider availability;
  • operational considerations.

Different Platform features may have different eligibility requirements.

For example:

  • informational blockchain data may be available in one jurisdiction;
  • wallet connection functionality may be available in another;
  • cryptocurrency purchase services may be available only through licensed third-party providers operating in eligible jurisdictions;
  • certain blockchain networks may not be supported in particular jurisdictions.

4. COMPREHENSIVELY RESTRICTED JURISDICTIONS

Except where expressly authorized by applicable law and the Company, the Platform is not intended to be used by persons located in, ordinarily resident in, organized under the laws of, or acting on behalf of persons located in jurisdictions that are subject to comprehensive economic sanctions applicable to the Company.

As of the Effective Date of this Policy, these jurisdictions generally include:

  • Cuba;
  • Iran;
  • North Korea;
  • the Crimea region of Ukraine;
  • the Russian-occupied portions of the Donetsk region of Ukraine, including the area described in certain sanctions programs as the Donetsk People's Republic (DNR);
  • the Russian-occupied portions of the Luhansk region of Ukraine, including the area described in certain sanctions programs as the Luhansk People's Republic (LNR);
  • the Russian-occupied portions of the Zaporizhzhia region of Ukraine;
  • the Russian-occupied portions of the Kherson region of Ukraine;

and any additional jurisdictions that become subject to comprehensive sanctions applicable to the Company.

Because sanctions laws change frequently, this list may change without prior notice.

The Company may update this Policy at any time to reflect changes in applicable sanctions programs.

5. ADDITIONAL JURISDICTIONS RESTRICTED BY THE COMPANY

Separately from the jurisdictions described in Section 4, the Company restricts access from certain additional jurisdictions as a matter of its own risk management. Restriction under this Section is not a statement that transactions involving these jurisdictions are categorically prohibited by applicable law.

As of the Effective Date of this Policy, these jurisdictions include:

  • Russia;
  • Belarus;
  • Myanmar;
  • Syria;
  • Venezuela;
  • Yemen;
  • South Sudan;
  • Afghanistan;
  • Libya.

The Company restricts these jurisdictions on the basis of one or more of the following considerations:

  • the scope of applicable targeted sanctions programs and the risk of sanctions circumvention;
  • classifications published by the Financial Action Task Force (FATF), including its lists of jurisdictions subject to a call for action or to increased monitoring;
  • the supported-country lists maintained by independent third-party providers on which Platform features depend;
  • anti-money-laundering, terrorist-financing and proliferation-financing risk;
  • the Company's ability to verify identity, residency or source of funds to an appropriate standard;
  • fraud risk and operational considerations.

For the avoidance of doubt, the United States revoked its broad country-based Syria sanctions program effective July 1, 2025, while retaining sanctions against designated persons. Syria is restricted under this Section as a risk-management decision and not as a jurisdiction subject to a comprehensive United States embargo.

The Company may add or remove jurisdictions under this Section at any time, without prior notice, including in response to changes in sanctions programs, FATF classifications, third-party provider coverage, local legal restrictions, or indicators of sanctions evasion such as the use of virtual private networks or proxy services.

Restriction of a jurisdiction under this Section or Section 4 does not replace the screening described in Section 6, which applies regardless of location.

6. SANCTIONED PERSONS

Regardless of physical location, the Platform may not be used by:

  • individuals designated on applicable sanctions lists;
  • entities designated on applicable sanctions lists;
  • persons owned or controlled by sanctioned persons where applicable law so provides;
  • persons acting on behalf of sanctioned persons;
  • persons attempting to evade sanctions.

Applicable sanctions programs may include those administered by:

  • the U.S. Department of the Treasury's Office of Foreign Assets Control ("OFAC");
  • the United Nations Security Council;
  • the European Union;
  • His Majesty's Treasury of the United Kingdom;
  • or other governmental authorities applicable to the Company.

The Company reserves the right to implement sanctions screening measures reasonably necessary to comply with applicable law.

7. HIGH-RISK JURISDICTIONS

The Company may restrict or limit access from jurisdictions presenting elevated legal, regulatory, operational, fraud, cybersecurity, or financial crime risks.

Factors considered may include:

  • Financial Action Task Force ("FATF") publications;
  • sanctions developments;
  • anti-money laundering deficiencies;
  • terrorist financing concerns;
  • fraud trends;
  • cybersecurity risks;
  • licensing requirements;
  • regulatory uncertainty;
  • operational feasibility.

Designation of a jurisdiction as high risk does not necessarily mean all Platform services are unavailable.

Restrictions may vary depending upon the specific Platform feature or independent third-party provider.

8. UNITED STATES AVAILABILITY

The Platform is initially intended primarily for users located within the United States.

However, availability of specific services may vary among U.S. states due to:

  • licensing requirements;
  • money transmission laws;
  • virtual currency regulations;
  • consumer protection laws;
  • third-party provider licensing;
  • regulatory guidance.

The Company reserves the right to limit or discontinue specific services in individual states where required by law or where commercially appropriate.

Availability of cryptocurrency purchase services offered by independent providers may vary substantially by state.

9. INTERNATIONAL AVAILABILITY

The Company may expand Platform availability internationally over time.

Prior to offering services in any jurisdiction, the Company may evaluate:

  • applicable legal requirements;
  • licensing obligations;
  • sanctions considerations;
  • tax implications;
  • consumer protection requirements;
  • operational readiness;
  • cybersecurity considerations;
  • third-party provider support.

The Company is under no obligation to make the Platform available in every jurisdiction.

10. THIRD-PARTY PROVIDER RESTRICTIONS

Independent providers integrated with the Platform maintain their own geographic eligibility requirements.

Such providers may independently determine:

  • eligible countries;
  • eligible states;
  • prohibited jurisdictions;
  • verification requirements;
  • licensing restrictions;
  • transaction limits.

Users acknowledge that a service may be unavailable because of a decision made by an independent provider rather than by the Company.

The Company is not responsible for independent provider eligibility determinations.

11. USER REPRESENTATIONS

By using the Platform, each User represents and warrants that:

  • the User is not located in a jurisdiction prohibited under this Policy;
  • the User is not using the Platform on behalf of a prohibited person;
  • the User is not attempting to evade sanctions or geographic restrictions;
  • the User will not misrepresent location information;

the User will comply with applicable laws governing the use of Digital Assets.

Users further agree to notify the Company if they become ineligible to use the Platform due to changes in applicable law or their own circumstances.

12. CIRCUMVENTION OF GEOGRAPHIC RESTRICTIONS

Users may not attempt to circumvent geographic restrictions or eligibility requirements applicable to the Platform.

Without limitation, prohibited conduct includes:

  • using a virtual private network ("VPN") for the purpose of misrepresenting geographic location;
  • using proxy services to conceal location;
  • using anonymization services to evade geographic restrictions;
  • providing false residency information;
  • providing false citizenship information;
  • providing inaccurate identity information;
  • creating accounts on behalf of prohibited persons;
  • allowing prohibited persons to access the Platform through another individual's account or Connected Wallet;
  • using intermediaries to evade applicable legal restrictions.

The Company reserves the right to investigate suspected attempts to circumvent geographic restrictions.

Where reasonably necessary to comply with applicable law or protect the integrity of the Platform, the Company may suspend, restrict, or terminate access without prior notice.

Nothing in this section prohibits the use of privacy-enhancing technologies for lawful purposes where such use is not intended to evade applicable legal or geographic restrictions.

13. LOCATION DETERMINATION

The Company may use commercially reasonable methods to determine whether a User is eligible to access the Platform or particular Platform features.

Such methods may include:

  • IP address analysis;
  • device information;
  • browser information;
  • information voluntarily provided by the User;
  • information obtained during identity verification conducted by independent providers;
  • billing or payment information where applicable;
  • other information reasonably necessary to assess eligibility.

No location determination method is perfect.

Users remain responsible for ensuring that their use of the Platform complies with applicable law regardless of any location determination performed by the Company.

14. TEMPORARY OR PARTIAL RESTRICTIONS

Jurisdictional restrictions may apply to:

  • the entire Platform;
  • individual Platform features;
  • cryptocurrency purchases;
  • fiat on-ramp services;
  • fiat off-ramp services;
  • particular blockchain networks;
  • particular Digital Assets;
  • promotional programs;
  • APIs;
  • developer services.

Restrictions may be:

  • permanent;
  • temporary;
  • conditional;
  • imposed in response to changing legal or operational circumstances.

The Company may modify the availability of any feature without prior notice where reasonably necessary to comply with applicable law or manage operational risk.

15. GOVERNMENTAL AND REGULATORY ACTIONS

The Company may restrict or discontinue services in response to:

  • changes in applicable law;
  • new regulations;
  • judicial decisions;
  • governmental directives;
  • licensing requirements;
  • sanctions updates;
  • law enforcement requests where legally required;
  • regulatory guidance.

Nothing in this Policy shall be interpreted as requiring the Company to continue operating in a jurisdiction where doing so would expose the Company to unreasonable legal, regulatory, or operational risk.

The Company reserves all rights to modify its business operations in response to evolving legal and regulatory requirements.

16. CHANGES TO ELIGIBILITY

Eligibility to use the Platform may change at any time.

Changes may result from:

  • amendments to applicable law;
  • new licensing requirements;
  • changes in sanctions programs;
  • changes in third-party provider availability;
  • cybersecurity considerations;
  • fraud prevention measures;
  • operational decisions.

Users are responsible for reviewing this Policy periodically to remain informed regarding jurisdictional eligibility.

Continued use of the Platform following changes to this Policy constitutes acknowledgment of the revised Policy.

17. USER RESPONSIBILITIES

Each User is solely responsible for ensuring that the User's access to and use of the Platform complies with all laws applicable to the User.

Users are responsible for:

  • determining whether Digital Asset transactions are lawful in their jurisdiction;
  • complying with tax obligations;
  • complying with reporting requirements;
  • complying with sanctions laws;
  • complying with foreign exchange restrictions where applicable;
  • complying with consumer protection laws;
  • maintaining accurate information provided to the Company and independent third-party providers.

The Company does not provide legal advice regarding the laws applicable to any individual User.

Users should consult qualified legal advisers regarding jurisdiction-specific legal obligations where appropriate.

18. CHANGES TO THIS POLICY

The Company may update this Restricted Jurisdictions Policy periodically to reflect:

  • changes in applicable law;
  • changes in sanctions programs;
  • changes in regulatory guidance;
  • changes in Platform functionality;
  • changes in third-party provider availability;
  • operational developments;
  • risk management considerations.

When material changes are made, the Company will update the Last Updated date appearing at the beginning of this Policy and may provide additional notice where required by applicable law.

The most current version of this Policy will be published on the Platform.

20. USER ACKNOWLEDGEMENT

By accessing or using the Platform, you acknowledge and agree that:

  • you have read and understood this Restricted Jurisdictions Policy;
  • you are responsible for ensuring that your use of the Platform complies with all laws applicable to you;
  • you are not located in, organized under the laws of, or acting on behalf of a person located in a prohibited jurisdiction, except where expressly permitted by applicable law and the Company;
  • you will not attempt to circumvent geographic restrictions or sanctions compliance measures;

the Company may restrict, suspend, or terminate access to the Platform or specific services where reasonably necessary to comply with applicable law, sanctions obligations, licensing requirements, or risk management considerations.

21. RESERVATION OF RIGHTS

Nothing in this Policy obligates the Company to offer the Platform, or any feature of the Platform, in any jurisdiction.

The Company expressly reserves the right, in its sole discretion and to the maximum extent permitted by applicable law, to:

  • refuse access to the Platform;
  • restrict access to specific features;
  • discontinue services in any jurisdiction;
  • modify jurisdictional eligibility criteria;
  • implement additional verification requirements;
  • update geographic restrictions;

suspend or terminate access where reasonably necessary to comply with legal, regulatory, contractual, cybersecurity, or operational requirements.

Any decision regarding jurisdictional availability shall be made in accordance with the Company's legal, compliance, operational, and risk management obligations.
